Work Planning & Control and Conduct of Operations Engineer

The Work Planning & Control and Conduct of Operations Engineer (P-7) is a professional member of the newly formed Nuclear Safety Division within the Environmental, Safety and Health (ES&H) Directorate with the responsibility for the effective development and implementation Work Planning and Control and Conduct of Operations. Ensuring regulatory compliance and safe operations is our mission. Our staff support the overall BNL mission by providing expertise that ensures safe and efficient work processes during scientific research, reduces the likelihood of human error, and manages regulatory programs that preserve the safety and health of BNL employees, the public, and the environment. Reports directly to the Manager, Work Planning and Control and Conduct of Operations, and is a career level field-focused opportunity.

Essential Duties and Responsibilities:

  • Deploy process engineering techniques to analyze, optimize, monitor, and control the Work Planning & Control and Conduct of Operations programs for the Laboratory and line organizations.

  • Provide programmatic oversight for the implementation of Conduct of Operations attributes and Integrated Safety Management principles across the laboratory.

  • Gain comprehensive knowledge of ConOps matrix requirements by reviewing existing matrices and supporting DOE comment resolution.

  • Perform lab-wide and focused assessments of Work Planning & Control and Conduct of Operations.

  • Assess facility Conduct of Operations practices and identify improvement opportunities that support disciplined operations and further the Laboratory's nuclear growth initiative.

  • Work within Standards-Based Management System (SBMS) processes to coordinate reviews and revisions for the structure and content of the Work Planning and Control Management System and associated Subject Areas.

Required Knowledge, Skills and Abilities:

  • Bachelor’s degree in process management, engineering, science, or related field required.

  • Minimum of 7 years of experience, with at least 2 years of progressive experience in operations, and/or work planning and control.

  • Ability to interpret technical requirements, translate them into processes and procedures, and oversee successful implementation.

  • Possess the ability and experience that demonstrate the critical importance of safety and continuous improvement.

  • Strong communication, decision-making, problem-solving and strategic thinking skills.

  • Strong interpersonal skills to successfully interact with all levels of staff within the Laboratory.

  • Ability to work reliably under pressure to produce timely, accurate information and a willingness to innovate, where necessary, to bring about the desired results.

  • Ability to learn to develop and implement processes to improve operational discipline and human performance.

Preferred Knowledge, Skills and Abilities:

  • Experience implementing DOE Order (O) 422.1, Conduct of Operations, including effectively and efficiently operating within an established operational safety envelope.

  • Experience implementing DOE Order 450.2, Integrated Safety Management into work planning and control.

  • Experience in nuclear safety and/or accelerator safety,

  • Working knowledge of, and familiarity implementing, Work Planning & Control Processes, Conduct of Operations Matrices, and a graded approach to requirements.

  • Ability to learn and interpret the requirements of the 18 elements of the Conduct of Operations Matrix, as well as their requirements and attributes.

Environment, Safety and Health Requirements

  • Moderate lifting (less than 30 lbs.).

  • Alertness, hearing alarms, understanding speech and speaking / communication.

Brookhaven National Laboratory is committed to providing fair, competitive, and market-informed compensation.  The full salary range for this position is $111300 - $155700 / year. Salary offers will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group.
