Position Description

The Emergency Management Specialist position resides in the Office of Emergency Management within the Laboratory Protection Division.

Major Duties and Responsibilities

  • Works as part of a team to assure that the Emergency Operations Center is operationally ready; including communications and other technical systems, maps, displays, and IT infrastructure.  
  • Prepares, reviews, and updates emergency and disaster plans, policies, and procedures.
  • Participates in exercises to test emergency plans and the response capability of the emergency management system, first responders, and internal partners.
  • Prepares professional reports and develops program materials plans and provides formal presentations to science organizations.
  • Provides effective training in emergency management concepts to diverse laboratory audiences, including senior management as required.
  • Maintains plans and procedures and ensuring compliance to related DOE Orders and guidance.
  • Assists with emergency planning to include development, maintenance and updating of the site emergency plan and local emergency plans.
  • Serves as a section chief in the Emergency Response Organization (ERO) and ensure all ERO members are properly trained.
  • Assists the BNL Drill and Exercise Coordinator with scheduling, execution, and evaluation of BNL Drill and Exercise Program.
  • Assists the Continuity of Operations (COOP) Coordinator with the COOP Program.
  • Identifies strengths and weaknesses of emergency preparedness plans, policies, systems, and procedures and makes recommendations for improvements.
  • Maintains, operates, troubleshoots, and provides training to BNL personnel on various BNL Mass Communications systems.
  • Responsible for maintaining emergency communications systems and developing and issuing emergency communications.  

Position Requirements

Required Knowledge, Skills, and Abilities

  • Requires a bachelor’s degree in public administration, emergency management, or a related field.
  • A minimum of 7 years of experience in emergency management, public safety, military or other experience performing duties similar to those described below.
  • Ability to communicate concisely and effectively, both orally and in writing, with all levels of management, employees, guests, and interface with the U.S. Department of Energy, state and local emergency management agencies, and other DOE contractors.
  • Excellent working knowledge of computer systems, database and spreadsheet management, Microsoft Office products, and web-based business systems is required.
  • Demonstrated experience in emergency management practices, as well as advanced knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS).

Preferred Knowledge, Skills, and Abilities

  • Demonstrates operational experience within an Emergency Operations Center and/or as a member of an emergency response team.
  • Demonstrates experience participating in and serving as a controller and/or evaluator.
  • Demonstrates experience in plans and policy development.
  • Demonstrates experience in conducting program surveys and assessments.
  • Experience developing training courses, exercises, and after-action reports.
  • A working knowledge of DOE requirements, in particular, DOE Order 151.1D, Comprehensive Emergency Management and DOE Order 150.1B, Continuity Programs also desirable.
  • Demonstrated experience with hazardous material response is desirable.

Environmental, Health, and Safety Requirements

  • Must be a US citizen.
  • This position is subject to 24 hour on-call duty in the event of any emergency and may require irregular work hours.
  • This position is subject to minimal travel.
