Director, Research Security Program Office

The Director of the Research Security Program Office (RSPO) is responsible for establishing and overseeing an integrated research security program.   Research security is an essential element for Brookhaven National Laboratory (BNL) mission success. The National Security Presidential Memorandum 33 (NSPM-33) mandates the establishment of a research security program. Specifically, the memorandum requires covered research institutions, such as BNL, to certify that their research security program includes elements relating to cybersecurity, foreign travel security, research security training, and export control training, as appropriate.

This position reports to the Lab’s Deputy Director for Science & Technology. BNL’s existing Export Control Office will report to this position and the Director will develop an integrated research security program to work with staff comprised of other program managers and support functions.

Key Responsibilities:

  • Work with all BNL Science and Operations organizations to establish and maintain an integrated research security program to facilitate success in research security, export control, classification and specialized contracting requirements, and to identify opportunities for each organization to participate.

  • Assure that the integrated research security program both meets requirements and is risk based and aligns with lab strategy.

  • Steward of the implementation of the DOE Science & Technology (S&T) Risk Matrix and of the Export Control program and all associated staff working in those areas.

  • Establish and implement an institutional review and release program, and a data security policy.

  • Work with the Deputy Director of Science & Technology (DDST) to make final decisions on what constitutes open/fundamental science and where the various layers of controls should be applied, including the acceptance of risk associated with implementation of the requirements.

  • Work closely with Laboratory Leadership team, Department Chairs/Division Leaders and Research Staff, as well as various BNL offices including: Information Technology, Budget Office, Counterintelligence, Legal, Stakeholder & Community Relations, Research Partnerships and Technology Transfer, Laboratory Protection Division, the Field Intelligence Element, and the National Security Program Office.

  • Engage with Department of Energy (DOE) operations staff and federal sponsors to manage relationships, identify new opportunities, and to provide laboratory continuity in program management. Represent BNL in discussions, workshops, directive reviews at DOE, DHS and other Federal-level agencies.

  • Interact with other National Labs research security programs to ensure there is consistency where appropriate.

  • Manage team of export control experts, program managers and other staff.

  • Contribute and approve management system, laboratory level policies and procedures in all areas related to research security and classified programs.

Required Knowledge, Skills, and Abilities:

  • Bachelor’s degree in relevant field plus 12 years’ related experience in research and science and technology operations(s), including 8 years executive level management / leadership experience.

  • Demonstrated strategic leadership leading and managing complex and multidisciplinary research or research operations programs.

  • Experience leading and managing staff and teams.

  • Knowledge and understanding of Policy & Procedure implementation and Enterprise Risk Management Systems.

  • Excellent collaboration and communication skills. Adaptability and change management skillset.

  • Ability to obtain and maintain a Q clearance.

Preferred Knowledge, Skills, and Abilities:

  • Advanced degree (Master’s or PhD) highly preferred.

  • Experience working in a DOE environment.

  • Experience leading research security working groups or as a leader in the implementation of a research security office in a research environment.

Other Information: 

  • Occasional travel.

  • This is an on-site position with some flexibility for 1 day hybrid.
