Procurement Liaison Supervisor

Brookhaven National Laboratory (BNL) was recently chosen as the building site for the Electron-Ion Collider (EIC), a one-of-a-kind nuclear physics research facility.  The EIC will be a discovery machine for unlocking the secrets of the “glue” that binds the building blocks of visible matter in the universe. The machine design is based on the existing and highly optimized RHIC Ion-Ion collider.   It will consist of two intersecting accelerators, one producing an intense beam of electrons, the other a beam of protons or heavier atomic nuclei which are steered into collisions.  Beyond sparking scientific discoveries in a new frontier of fundamental physics, the Electron-Ion Collider will trigger technological breakthroughs that have broad-ranging impact on human health and national challenges.

Position Description

The Electron-Ion Collider (EIC) Directorate is seeking an energetic self-starter to join their team as a Procurement Liaison Supervisor. The successful candidate will play a key role in the planning, preparation, and tracking of procurements for accelerator and detector systems and components, in accordance with project schedules and processes.  The candidate will report to the EIC Project Support Manager and serve as the primary point of contact for scientists, engineers, and procurement staff to identify, plan, and initiate procurement activities; assist in the generation of procurement specifications and statements of work; and act as a liaison between scientists and engineers and procurement staff to ensure that project and institutional requirements are successfully fulfilled. Will supervise Procurement Liaison Engineer staff.

Essential Duties and Responsibilities:

  • Plan and provide oversight for the day-to-day work of direct reports and conduct performance evaluations.

  • Further develop and refine the processes, systems, and tools necessary to effectively work with engineers/scientists, Procurement, and Project Controls staff to establish and implement the requirements and guidelines for scheduling and initiating procurements, to ensure the necessary lead times for activities for document generation, review and approval; requisition generation and approval and other BSA and DOE reviews and approvals; and source selection.

  • Provide reporting on process performance and identify deficiencies and opportunities for improvement.  Work with Project Management and other project support staff to propose and implement improvement actions.

  • Work with scientists and engineers to identify, plan, and initiate procurement activities to ensure timely initiation and processing.

  • Ensure that purchase requisitions have the required documents appropriately attached (e.g., engineering drawings, specifications, and statements of work), they are approved and released, and of the appropriate revision.

  • Using tracking sheets or other software and tools, track the progress of procurement activities, and provide ad hoc status reporting.

  • Assist in the generation of procurement specifications and statements of work, and ensure that they conform with document requirements, and are complete and accurate. Ensure comprehensive document reviews, in accordance with document management requirements and document system workflows, and work to resolve comments among multiple document reviewers and stakeholders and ensure timely submission for approval.

  • Actively liaise between scientists and engineers and procurement staff to ensure that procurement requirements are fulfilled, schedules are maintained, and potential issues that could negatively impact procurements are identified and mitigated.

  • Ensure that robust procurement documentation is developed, reviewed, approved, and appropriately attached to purchase requisitions.

  • Provide guidance to scientists and engineers to ensure procurement requirements are satisfied.

  • Investigate and help resolve issues related to the processing of purchase requisitions.

Required Knowledge, Skills, and Abilities:

  • Bachelor's degree in engineering or scientific discipline.

  • Minimum of 10 years’ related work experience in an engineering and manufacturing environment, including writing, editing, and/or reviewing and approving procurement specifications and statements of work.

  • Knowledge of and experience with engineering design and procurement activities and processes.

  • Excellent written and verbal communication skills and the ability to provide high-quality reports and presentations.

  • Excellent interpersonal skills and the ability to interact effectively, across organizational boundaries, with a diverse group of engineering, scientific, management, and support staff.

  • Proficient in the use of Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint) and Microsoft Visio.

Preferred Knowledge, Skills, and Abilities:

  • Master’s degree.

  • Experience supervising staff.

  • Experience in an engineering liaison role, including with procurement or sales staff.

  • Knowledge of DOE procurement processes and requirements.

  • Experience working in a project environment or other similar matrix organization.

Brookhaven National Laboratory is committed to providing fair, equitable and competitive compensation. This is a multi-level role and the full salary range for this position is $78,700 - $131,750 / year. You will be placed at the level and salary commensurate with your experience.  Salary offers will be commensurate with the final candidate’s qualification, education and experience and considered with the internal peer group.
