Within the Facilities & Operations (F&O) directorate, the Facility Operations Center (FOC) plays an important role in ensuring seamless and efficient facility management, providing a wide range of support services, including small-scale construction planning and management, managing an emergency call center to address urgent facility-related concerns and provide immediate assistance, administering and optimizing the Computerized Maintenance Management System (CMMS) for streamlined work order processing, asset management, and efficient resource allocation, overseeing the development and coordination of preventative maintenance, as well as collecting and analyzing data to develop key performance metrics that drive continuous improvement in operational efficiency and service delivery.
POSITION DESCRIPTION
The FOC is hiring a Planner/Estimator who will be responsible for the planning, estimating, scheduling, and oversight of workers and subcontractors to execute maintenance, repairs, installations, and small-scale construction/demolition projects. The position requires a strong background with at least ten (10) years of general construction experience, with familiarity with all trade disciplines. The ideal candidate should possess a deep knowledge of architectural, electrical, and mechanical disciplines, as well as expertise in reading drawings and schematics and applying various estimating standards.
Essential Duties and Responsibilities:
Provides professional, technical, planning, and coordination support throughout the entire project lifecycle, with minimal supervision.
Performs project estimating, including labor and materials.
Develops, maintains, and manages various construction services and service contracts.
Plans and executes small construction and work order projects.
Oversees service subcontractors and craft workers, ensuring compliance with scopes of work, regulations and environmental safety and health (ES&H) requirements.
Collaborates closely with trade supervisors, vendors, and subcontractors on work planning, resource allocation, scheduling, and the successful completion of work orders and projects.
Ensures resource availability before scheduling work or coordinates alternative solutions as needed.
Prepares accurate job layouts, coordinating and sequencing various crafts simultaneously.
Identifies and orders materials needed to complete scopes of work.
Lead regular meetings to review project progress and the status of scheduled work.
Supports special projects and assignments as needed.
Identifies opportunities for process improvement in planning or performance through analysis of work order flow, evolving standards, and expectations.
Maintains up to date knowledge of all work processes and regulations to ensure all compliance requirements are met.
Provides weekly updates on projects and work to Manager.
POSITION REQUIREMENTS:
Required Knowledge, Skills, and Abilities:
Requires ten (10) years of experience in general construction with a strong working knowledge of all trades, including experience in work planning and project scheduling with proper sequencing.
Strong construction materials / equipment knowledge.
Knowledge in Microsoft Project, Excel, and AutoCAD.
Strong communication skills (verbal and written).
Demonstrated ability to think strategically and work collaboratively.
Exceptional organizational and time management skills.
Must be available after hours and/or weekends to meet project deadlines or requirements.
Preferred Knowledge, Skills, and Abilities:
Experience in dealing with resource sharing (contractors that are shared throughout the site).
Experience in dealing with a large portfolio of commercial / industrial / special use facilities.
Experience working closely with Engineers and Scientific community.
Solid knowledge of construction industry standards.
Working understanding of different types of LOTO.
Experience in Work Planning & Controls, preferably in a government setting.
Experience with working in an Asset Management / CMMS environment, specifically Maximo.
Environmental, Safety, and Health, Considerations:
Standing, bending, and lifting, up to 30 lbs.
Ability to work in confined spaces.
Ability to climb fixed and portable ladders and work at heights up to 10 feet.
Work outdoors/cold environments.
Work in warm environments.
Ability to wear proper PPE such as safety glasses, safety shoes, and hearing protection.
Domestic travel may be required on occasion for training purposes.
Use of private car may be required at certain times.
Other Information:
Monday through Friday 8am-4:30pm: Must be available after hours and/or weekends to meet project deadlines or requirements.
Valid Driver’s license.
This is a fully onsite position located at BNL – Upton, NY
Brookhaven Laboratory is committed to providing fair, equitable and competitive compensation. The full salary range for this position is $89400 - $138550 / year. Salary offers will be commensurate with the final candidate’s qualification, education and experience and considered with the internal peer group.
