Led by the Chief Financial Officer, Brookhaven’s Business Services Directorate includes the Budget Office, Fiscal Services Division, Procurement & Property Management Division, Chief Financial Office, and the Business Operations Offices. The Directorate manages a broad range of financial activities, including the planning and implementation of the Lab’s fiscal matters and its approximately $900 million annual budget.
The mission of the Procurement and Property Management (PPM) Division is to provide support for purchasing services, materials, equipment and supplies for Brookhaven National Laboratory operations and programs. The Procurement and Property Management Division does the following:
Provides internal customers with quality products and services in a timely manner at the lowest cost of ownership, i.e., “best value” using best commercial practices.
Supports the Laboratory’s socioeconomic programs by using reliable small, small disadvantaged, women-owned, service- disabled veteran owned and HUB (historically underutilized business) Zone businesses.
Ensures that acquisitions are conducted in compliance with BSA’s Prime Contract, applicable statutes and regulations, and in accordance with the highest ethics and standards.
Oversight of BNL Property Management Program to effectively track and account for BNL assigned Government Property.
Position Summary:
The Procurement and Property Management (PPM) Division Manager / Chief Procurement Officer is responsible for leading a team of 60+ professionals supporting all purchasing and property operations at the Laboratory. This leadership role requires a strategic and operationally skilled individual who can ensure the efficient acquisition of goods and services, maintain strict regulatory compliance, and support continuous improvements in procurement, property, and asset management systems.
Essential Duties:
Procurement Leadership
Manage the acquisition of commercial and non-standard commodities to support Laboratory operations.
Establish and oversee bidding processes, negotiate contracts, and implement purchasing systems in compliance with DOE and BNL guidelines.
Monitor acquisition management systems to ensure adherence to Federal regulations and internal procedures.
Identify compliance risks, lead training sessions, and implement corrective actions, where necessary.
Property and Asset Management
Maintain effective administrative control over the receipt, allocation, transfer, and disposal of Laboratory assets.
Oversee the continuous operation and integrity of the Lab’s property management systems.
Interpret and enforce DOE and BNL asset management guidelines.
Administrative Oversight
Manage corporate credit card compliance and associated expenses.
Direct system and website enhancements to support procurement operations.
Oversee contract closeouts and drive engagement with small and diverse businesses.
Staff Management
Lead, mentor, and evaluate a professional team.
Assign workloads, ensure timely and compliant task execution, and recommend process improvements.
Oversee recruitment, training, and development of staff.
Strategic and External Engagement
Develop long-term operational strategies aligned with DOE and Lab goals.
Serve as the division’s primary liaison with DOE and DOE-BHSO, overseeing and coordinating all communications and assessments.
Lead responses to audits and performance reviews, ensuring BSA’s Approved Purchasing System remains fully compliant.
Required Qualifications:
Bachelor’s degree in business or related field.
At least ten (10) years of progressive procurement experience in a large, complex regulatory environment, including six (6) years of demonstrated management/leadership experience, including formal supervisory or managerial experience.
Demonstrated experience managing professional staff and large-scale construction procurement.
Comprehensive knowledge of:
Federal Acquisition Regulations (FAR);
DOE Acquisition Regulations (DEAR);
Federal credit card and asset disposition laws; and
Procurement, inventory, and project management principles.
Strong negotiation, communication, and interpersonal skills.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Preferred Qualifications:
Master’s degree in business or related field.
Certified Procurement Professional (CPP) or similar certification.
Experience with PeopleSoft and familiarity with:
Procurement Operations Manual (POM);
Standard Work Instructions (SWI); and/or
Bargaining unit contracts.
Brookhaven Laboratory is committed to providing fair, equitable, and competitive compensation. The full salary range for this position is $260000 - $275000 / year. Salary offers will be commensurate with the final candidate’s qualification, education, and experience and considered with the internal peer group.

Travel may be required in support of procurement activities and small business outreach.
This is an onsite-preferred position. Remote option available for candidates not local to our Upton, New York site
