Water Systems Supervisor

The Facilities & Operations (F&O) Directorate's mission isto support the science and technology and environmental restoration missions of the laboratory by providing a safe, environmentally sound, and reliable infrastructure; to provide high quality crafts and fabrication services to our customers as needed; and to protect people, property, and national security.



The Energy & Utilities Division, within the Facilities and Operations Directorate, operates its own municipal-sized EPA and NYSDOH sanctioned water district including potable water wells, water treatment plant, filtration systems, elevated storage tanks, and distribution system.   It also operates an extensive sanitary waste water collection system and sewage treatment plant. This position serves as the facility superintendent for both systems and as the supervisor of BNL’s water & sewerage operating engineers and sewage treatment plant operators.  The position reports directly to the Energy & Utilities (EU) Division Manager.

Essential Duties and Responsibilities:

  • Serve as the facility superintendent for BNL’s water district and waste water collection system and sewage treatment plant
  • Supervise collective bargaining unit operating engineers and plant operators
  • Work closely with the BNL Environmental Protection Division staff on potable water and waste water operations, permits, and inspections
  • Manage the configuration of the BNL water and waste water systems, including: utility maps; operating procedures; equipment; drawings; manuals; inventory; and tools
  • Assist the EU Division Manager in planning, budgeting, and oversight of annual maintenance and capital improvements projects
  • Work with other BNL management and craft personnel on operational issues including safety procedures and conduct of operations

Selected candidate will be placed at the appropriate position level dependent upon depth and breadth of relevant knowledge, skills, as well as years of relevant experience.



Required Knowledge, Skills and Abilities:

  • Bachelor’s degree in an engineering, technology, or natural science discipline
  • At least 7 years of relevant experience with a minimum of 3 years of related water systems utility and/or sewage treatment plant experience
  • Working knowledge of the operation and maintenance of pumps, electrical systems, control systems, and piping systems
  • Experience with chemical treatment and filtration systems
  • Ability to read and interpret underground utility drawings, P&I drawings, architectural and mechanical drawings
  • Excellent teamwork, interpersonal and communications skills – will interact with regulators, customers, and management on a regular basis
  • Experience in supervising, coordinating, and interfacing with bargaining unit personnel
  • Solid time management skills and the ability to organize, prioritize, and perform multiple projects and tasks.  Acute attention to details
  • Experience with Microsoft Office (Excel, Word, Outlook, PowerPoint)
  • Possess a valid NYS Driver’s license

Preferred Knowledge, Skills and Abilities:

  • Knowledge of New York State Sanitary Code Part 5; Subpart 5-1, Public Water Systems and Sub Part 5.4 - Classification and Certification of Community and Non-transient Non-community Water System Operators.
  • NYSDOH Class IIB Water System Operator certification
  • NYSDOH Class D (Distribution) certification
  • NYSDEC Grade 3A Waste water Plant Operator certification
  • Experience with preventative maintenance management software
  • Experience with communicating and interfacing with various regulatory agencies
  • Familiarity with AWWA standards
  • Familiarity with 10 States Standards - Recommended Standards for Water Works
  • Familiarity with 10 States Standards - Recommended Standards for Wastewater facilities
  • Working knowledge of sewage treatment plant and sanitary collections systems (forced and gravity) 
  • Understanding of the biology associated with a wastewater treatment plant
  • Familiar with SCADA systems and PLC controls
  • Knowledge of safety programs, such as confined space, lock-out/tag-out, etc.

Environmental, Safety, and Health, Considerations:

  • Standing, bending, and lifting, up to 30 lbs.
  • Ability to enter confined spaces
  • Ability to climb fixed and portable ladders and work at heights up to 30 feet
  • Use of Personal Protective Equipment
  • Work outdoors/cold environments and indoors/hot environments

Additional Information:

Employee is required to obtain and maintain a NYSDOH IIB & D license within approximately 12-16 months of hire; employee will also be expected to work towards obtaining and maintaining a NYSDOH IB and NYSDEC 3A certification.

The employee is required to participate in achieving compliance in our ES&H policies including, but not limited to, emergency preparedness and response, efficiently servicing and maintaining a variety of process systems equipment and overall plant infrastructure. Occasional travel may be required to attend training classes, special meetings, conferences, or events.
