Organizational Overview

The Business Services Directorate provides high-quality business services to support the Lab's research initiatives by participating in cross-functional teams with a focus on risk mitigation and cost management, which is a critical component to the Lab's success.  Led by the Chief Financial Officer, Brookhaven’s Business Services Directorate includes the Budget Office, Fiscal Services Division, and Procurement & Property Management Division.  The Directorate manages a broad range of financial activities, including the planning and implementation of the Lab’s fiscal matters and its approximately $750 million annual budget.

The mission of the Procurement and Property Management Division (PPM) is to provides support for purchasing services, materials, equipment, and supplies for Brookhaven National Laboratory operations and programs. Procurement and Property Management Division does the following:

  • Provides internal customers with quality products and services in a timely manner at the lowest cost of ownership, i.e., "best value", using best commercial practices;
  • Supports the Laboratory's socioeconomic programs by using reliable small, small disadvantaged, women-owned, service disabled veteran owned, and HUB (historically underutilized business) Zone businesses;
Ensures that acquisitions are conducted in compliance with the Prime Contract, applicable statutes and regulations, and in accordance with the highest ethics and standards.

Position Description

The Procurement and Property Management Division has an opening for a Subcontract Group Lead to supervises the activities of a professional staff that is responsible for complex procurements and the management of subcontracts to support continuous Laboratory operations; ensuring an efficient and continuous flow of work completed with established operating guidelines and regulations; interpreting and applying established operating guidelines to resolve problems; attending and participating in meetings as a subject expert; and, handling special projects as needed.  Analyzes new DOE requirements for procurement to determine if they are applicable.

Essential Duties and Responsibilities:

Directs and controls the purchasing of major services subcontracts, purchase order procurements, and contractual agreements.  Activities of a professional staff that is responsible to support continuous Laboratory operations involves:

  • Conferring with end-users on the products or services needed and related issues;
  • Setting up bid acceptance and review processes in compliance with existing standard operating procedures and governmental (DOE) regulations;
  • Negotiating the terms and conditions of the subcontracts; negotiating final prices with suppliers; approving subcontracts within established signature authority;
  • Establishing  blanket purchasing contracts that provide a framework for continuous purchases; creating new and innovative procurement systems to enable efficient procurements for the future;
  • Ensuring that all subcontracts are in compliance with existing laws, such as the Service Contract Act and the Buy American Act.

Analyzes new DOE requirements for procurement to determine if they are applicable. Makes recommendations for implementation, which may involve conferring with DOE officials and others.

Engages in managerial and supervisory activities in order to maintain operation control, which include:

  • Scheduling and assigning work to subordinates;
  • Checking work to ensure compliance with existing operation guidelines and procedures;
  • Providing technical training, guidance and feedback to staff members;
  • Approving time records;
  • Recommending and documenting improvements to existing operating procedures;
  • Addressing and resolving employee relations problems;
  • Reporting unresolved problems as per existing guidelines;
  • Interviewing and making recommendations for hiring new employees:
    • Evaluating the performance of staff members and recommending overtime as needed. 
    • Ranking and rating of professional and non-exempt staff members for salary, promotions and development opportunities. 
    • Addressing performance and performance improvement items for professional and non-exempt staff.
  • Attends and participates in planning meetings called to determine how procurements will be handled, end-user requirements, blanket purchase orders, and related issues.
  • Participates in special projects as a leader or participant that may focus on improving the efficiency of work processes or other substantial objectives.
  • Performs other duties as assigned.

Position Requirements

Required Knowledge, Skills, and Abilities:

  • Bachelor’s degree in business or equivalent experience generally based on the basis of 2:1 (experience:education).
  • 10 (ten) years of direct procurement experience.
  • Experience in managing procurement staff and government organizations with high volume. 
  • Demonstrated ability to deal with project deadlines and high dollar complex equipment procurements.
  • Good understanding of Federal regulations (FAR).
  • Experience with Microsoft Office: Word, Outlook, PowerPoint, Excel, etc.

Preferred Knowledge, Skills, and Abilities:

  • Working knowledge of PeopleSoft.
  • 5 (five) years of experience in federal government procurement.
  • Master’s degree in business or equivalent experience.
  • Certified Procurement Professional (CPP) or similar certification in government procurement practices.

Environmental, Health & Safety Requirements:

  • Ability to communicate verbally and hear and understand speech.
  • Ability to operate a computer keyboard
Additional Information:

Will require occasional travel in support of Procurement activities and small business activities.
