A-123 Internal Controls Auditor

Business Services provides high-quality business services to support the Lab's research initiatives by participating in cross-functional teams with a focus on risk mitigation and cost management, which is a critical component to the Lab's success.  The Directorate manages a broad range of financial activities, including the planning and implementation of the Lab’s fiscal matters and its approximately ~ $700 million annual budget.



The A-123 Internal Controls Auditor is a member of the CFO’s office and reports to the Prime Contract Manager.  In this role you will execute diverse and complex activities to ensure adequate controls exist for BNL based on tests and evaluations.  You will be working with a wide variety of entities and constituents along with collaborating with business partners across the Lab to:

Essential Duties and Responsibilities:

  • Oversee the Office of Management and Budget (OMB) Circular A-123 program at BNL and finance related internal and external audits; 
  • Interpret DOE guidance for the A-123 program and revise the BNL program to meet DOE requirements;
  • Develop and present training for process owners and testers, writing and editing Test Plans and Business Process Narratives to ensure they contain preventive and detective controls and reflect actual procedures;
  • Analyze and edit corrective action plans to ensure they effectively resolve any outstanding issues with noted gaps;
  • Develop testing procedures and maintenance of the A-123 program in an auditable manner;
  • Report A-123 testing results to BNL senior management and DOE;
  • Coordinate finance related audit reports and corrective actions;
  • Assist in managing the CFO’s prime contract requirements and self-assessments.



Required Knowledge, Skills, and Abilities:

  • Bachelor’s degree in Accounting, Business Administration, Finance, closely related field or contemporary directly related equivalent experience on the basis of 2:1 (experience:college).
  • Ten (10) years directly related, contemporary work experience showing progressively more complex responsibilities. 
  • Experience with audit procedures and guidelines, with an emphasis on Sarbanes-Oxley (SOX) and its application to non-public entities may offset minimum requirements.
  • Must be able to work independently to ensure that site, corporate or DOE deadlines are met. 
  • Ability to communicate and work effectively with the Business Services Directorate, specifically the Department Managers to ensure that the projects are completed in a timely and cost-effective manner. 
  • Interact with laboratory departments and divisions to gain an understanding of business practices and procedures as they relate to the internal control structure at BNL. 
  • Proficiency with Microsoft Office, including MS Word, Outlook, PowerPoint, and particularly Excel. 
  • A strong working knowledge of PeopleSoft and the ability to generate/write queries and reports.
  • Applies independent judgments that demonstrates ability to prioritize and effectively deal with deadlines.

Preferred Knowledge, Skills, and Abilities:

  • Master’s Degree.
  • CPA Certification.
  • Federal Acquisition Regulations (FAR) experience.
  • Department of Energy Acquisition Regulations (DEAR) experience.
  • Extensive knowledge of the Laboratories policies, procedures and systems.
